Plot[]
With the culture festival approaching, Tomo comes up with an idea of a haunted house cafe, which is considered but ultimately decided against. Working from the successful idea of the stuffed animal exhibition from the previous year, a stuffed animal cafe is agreed upon. Chiyo starts panicking when the class repeatedly procrastinate in preparations. Sakaki designs hats inspired by Chiyo-Father. Chiyo appears in a cute penguin costume. Yukari jeers at Nyamo since the latter does not have a cute student like Chiyo in her homeroom. Kimura requests Kagura to let him borrow a hat, only to drive away customers with his unappealing advertising. Chiyo and Osaka check out the themes of other classes while on their break. The two visit both a takoyaki and a taiyaki food booth. In both occasions, Osaka had to feed Chiyo due to her lack of mobility in the penguin costume. They return to the stuffed animal cafe, shocked to see it packed with customers who saw Chiyo in her penguin costume at the food booths.

Cultural References[]
- The cultural festival arranged by the classes is an event that occurs in many real-life Japanese schools. The event of wearing costumes is also described as "cosplaying" in the episode preview.
- Chiyo suggests having all the waitresses dressing up as traditional Japanese monsters, and Osaka wants her specifically to wear a Nurikabe (a wall monster) costume. Osaka also imagines herself dressed up as a Karakasa, a one-legged umbrella monster.
- Osaka refers to her own, "better" ideas as "sure-fire home runs."
- The class eventually settles for a stuffed animal café idea.
- A male student advertises for balloon fishing.This is a game where there are small rubber balloons bobbing in water. The balloons are usually only a couple of inches in diameter and are weighted with a little water inside. They have a string and loop attached to them so they can be fished up. The challenge is to fish them up using a hook attached to a piece of twisted paper. If the twisted paper gets wet, it is unlikely that it will bear the weight of the balloon containing the water, so the player must be careful to lower only the hook into the water to catch the loop attached to the balloon. This is a very typical game at festivals.
- Osaka tells Chiyo to join her in buying and eating lots of snacks.The phrase Osaka uses for "buy and eat snacks" is "kaigui," which is a word that usually describes students buying snacks on their way home from school. This behaviour is considered to be poor manners, because students should be eating properly at mealtimes and have those meals provided for either by their family or school. It is also considered wasteful, because it means spending ones allowance on junk food. So here, Osaka is playfully suggesting doing something that is generally off limits, even though buying snacks at culture fest booths is a normal thing to do and is not considered to be bad form.

Memorable Moments[]
- Tomo teases Chiyo by imitating her hairstyle and bragging about her excellent test scores and rich family, which annoys Chiyo terribly.
- Osaka comes up with a strange way of combining all the suggestions – a café full of dead cute animals.
- When Chiyo gets stressed and asks somebody to turn back the clock, Osaka literally attempts to start doing so.
- Chihiro asks Kaorin what Sakaki's design for the culture festival is supposed to be. Kaorin brushes her bangs into her face and does an impression of Sakaki when she explained the same thing to Kaorin.
- Instead of working, Tomo plays with the Kamineko and Neco Coneco plushies.
- Chiyo's penguin costume is admired by everybody.
- Kimura borrows Kaorin's Father Hat and scares away customers by wearing it in the hallways.
- Chiyo and Osaka explore the culture fest and since Chiyo can't eat in her costume, Osaka feeds her takoyaki and taiyaki, which attracts crowds due to Chiyo's cuteness and eventually becomes what Kagura describes as "too effective advertising," as the Class 3 cosplay cafe is swamped.
